(1) The Government of Nepal, the Council of Ministers may give necessary instructions to the committee regarding the operation of the plan in accordance with this regulation and it shall be the duty of the committee to follow such instructions.
(2) The fund may give necessary instructions to the government agencies, local agencies, voluntary organizations and community organizations that operate the plan and it shall be the duty of the relevant government agencies, local agencies, voluntary organizations and community organizations to follow such instructions.
